What happens when a leader is seen as inactive?

Whether due to distractions or slackness, a leader may often be seen as ineffective or even inactive. When the leader is no longer seen as active or alert to changes happening in the organization or the environment, the organization may invite unwanted elements and gradually lead to chaos, before finally slipping into degeneration.

Perhaps, this is the import of the 24th verse of the 3rd Chapter “Karma Yoga” of Bhagwad Gita, when Lord Krishna says:

If I should cease to work, then all these worlds would be put to ruination. I would also be the cause of creating unwanted population, and I would thereby destroy the peace of all sentient beings.

He continues in 25th verse:

If I should cease to work, then all these worlds would be put to ruination. I would also be the cause of creating unwanted population, and I would thereby destroy the peace of all sentient beings.
